I am pretty sure it is Mimulus guttatus
It looks different than the M. guttatus I have seen but maybe because it's up high.
I will chicken out and say Mimulus sp.
It's M. tilingii because it has few flowers per stem and they look like they are axillary instead of in a raceme. The flowers also look big and the plant looks like a matted perennial. M. tilingii also grows at higher elevations.
