While walking on the boardwalk I looked down around me and saw these little green aquatic plants growing in the water. There were clusters of them and sets of leaves we're growing off a single stalk. The area is a wetlands like area, with cattails and tall water-like plants. Each little leaflet is about half an inch or less long. The water here is fresh water with little to no current, and it is currently fairly cold. After attempting to identify it, I couldn't figure out what this plant is. Any ideas?
