It's some kind of clubtail (Gomphidae)--you can tell by the space between the eyes--I think a female, but I'm not good with either clubtails or your area, sorry.

Although difficult to know for certain without a good shot of the thorax, I think it's most likely a unicorn clubtail based on the entirely yellow abdomen tip (segment 10). Also, likely a female based on the amount of yellow that's visible on side of abdomen (male has dark sides).
