In San Francisco we have Bromus catharticus (S. American annual) x carinatus (perennial native bunchgrass) hybrids. This looks similar but not exactly the same, but could be a local variety of this hybrid. Was about 3-4' tall. Definitely appeared to be an annual as roots were not deep and was not growing as a bunchgrass. If anyone has local knowledge of grasses I'd be curious.
