He was lurking not far from "Grecian Rocks," a shallow "reef" frequented by the John Pennekamp snorkel tour boats.
I say "reef" in quatation marks because there doesn't look like there is a lot of coral there; it is more a coral graveyard where sponges and macroalgae thrive now.
