As I did not get a photo of the penis, this will have to stay a genus-level ID. :-P I can only say this is a male due to the long front legs.

Found perched on my leg on the dock at Seattle's Center for Wooden Boats, adjacent to South Lake Union Park.
Appears to be the only species of the Sisyridae found in Washington state, so am jumping to conclusions with this ID.
