Unknown plant but we know is poisonous and is common along long stretches of roads in northern Tanzania. Large, weird puff-ball-like fruits seem to defy gravity as they never appear to weigh down the plant. Its distribution along roads and in waterways may suggest it is an invasive alien. It does not appear to exist further than 20 metres from the road or river / stream beds.
