Not the best photo but I think the wood stork seems like the best match for the bare head.

I suspect there’s one at every light, but they were very skittish. I saw a few more, but they crawled back into the lights as I raised my phone for a photo.

Description

I walked around the hotel buildings for about 20 minutes in search of insects at lights, and without looking too suspicious, this was pretty much the only insect I found. No moths. Maybe too early in the night? Too early in the season? But I was looking. The near absence of insects seems eerie.
