I'm not able to ID this flower, but iNaturalist suggests Stephanomeria minor (Narrowleaf Skeletonplant). The second photo shows a closer view of the flower. It was growing beside the road.

This lovely plant was very common in this area at this elevation. Most were pale like this first photo, but some were red, like in the second photo. Maybe Eriogonum elatum (Columbia Desert Parsley or Tall Woolly Wild Buckwheat)?
