His purple paws are the result of munching on Canyon Grape, one of the foods he SHOULD be eating. His girth suggestions his diet is being supplemented by something besides the local fare.
Park Service has resorted to an extensive campaign to discourage people from feeding Rock Squirrels, especially on the Riverwalk trail at the upper-end of the Canyon. It'll cost you a hundred bucks to feed this or any other animal in the park.
