I found form hirsutifolia on IPNI (http://www.ipni.org/ipni/idPlantNameSearch.do?&show_history=true&id=235401-2), so I'm not sure if they should all be merged into Sibbaldiopsis tridentata.
However, since there are no observations for any of the 2 non-nominate forms, I guess no harm merging.

Well, it's not clear to me whether those forms are not in POWO b/c they've rejected them or because they've overlooked them. To make matters worse, it looks like POWO supports both Sibbaldiopsis tridentata (http://plantsoftheworldonline.org/taxon/urn:lsid:ipni.org:names:741501-1) and Sibbaldia tridentata (http://plantsoftheworldonline.org/taxon/urn:lsid:ipni.org:names:60453304-2). So I'm not sure what to do.
For reference, here are the IPNI pages for the two forms that don't seem to have equivalents in POWO (assuming the nominate "form" would just map to S. tridentata, whichever genus they decide on):

FYI all, IPNI compiles ALL published taxonomic names of plants since 1753, regardless of their synonym or accepted status in other catalogs or treatments.
There are likely more synonyms in IPNI than there are currently accepted names, and most are likely historical and long out of use. POWO is not likely to take the time to explicitly reject each and every one of those.
So I would not interpret existence of a name in IPNI as potentially overlooked if it is not found in POWO or any other "current" taxonomy. Its possible, but the possibility is pretty small.
But yes, recognition of both Sibbaldiopsis tridentata and Sibbaldia tridentata by POWO is definitely an error that they need to fix.
@kueda, with https://www.inaturalist.org/taxon_changes/8691, the descendants are now left hanging. How should this be resolved?
