In short, the trend over the past decade or so has been to circumscribe Anemone very broadly, as the existing segregate genera like Hepatica would render it paraphyletic if recognized. More recently, taxon sampling seems to have improved enough that people are ready to split up the broad Anemone into smaller genera with better morphological division.
Hepatica has always been a recognizable entity, and apparently now it's being recognized as a genus, while its sister clade becomes Anemonastrum s.l.
It's a pretty recognizable genus and familiar to botanists of the pre-molecular-phylogeny era, so I see no problem with adopting POWO's recommendation here.
I think it is the same that is currently happening with Ranunculus, earlier described genera that have been melted in a Ranunculus s.l. like Krapfia, Kumlienia etc. are now recognized again as monophyletic and separate genera.
I think we should follow POWO with this. Genera like Pulsatilla and Hepatica are also good recognizable.
Plants of the World Online puts these back into Hepatica.
One taxon change has so far been committed (Anemone americana--->Hepatica americana).
