@jdmore @jdjohnson Do either of you feel comfortable committing to a merge on these taxa?
Personally I would defer to Mary Barkworth on this matter, since it's a North American genus and it's published in FNA: http://beta.floranorthamerica.org/Hesperostipa
This turns out to be a much broader issue than just this species. All species of Hesperostipa, and all native Achnatherum outside Eurasia, are also Stipa in POWO. So this will probably morph into a flag on Stipeae and a broader discussion.
But I agree that a good start would be to ask Mary Barkworth if she sees any strong reason that we should NOT follow POWO for the tribe. The only source mentioned by POWO for their Stipa circumscription is GrassBase, which is just another KEW database with no further sourcing of taxonomic decisions that I can find.
According to POWO, this is the name, and Hesperostipa comata is the synonym.
