The correct spelling is Myosotis cespitosa, as it appears in POWO: http://www.plantsoftheworldonline.org/taxon/urn:lsid:ipni.org:names:150494-3

POWO is not sure whether this is an accepted taxon or not, or at what level. I think the logical thing to do here is combine both into the species, which at least is spelled correctly (even if it has fewer observations than the subspecies entry).
