Curio cicatricosus is a superfluous name, homotypic with Kleinia breviscapa DC., so POWO is probably waiting for someone to publish Curio breviscapus (DC.). Not sure using a superfluous name is a good idea.
It is what is being used in South Africa, de facto. Whether a good idea or not. Until a new name is published it keys out as a Curio and the superfluous name is in the guides ...

Senecio cicatricosus & Kleinia breviscapa DC. are synonyms of Curio cicatricosus (Sch.Bip.) P.V.Heath
but POWO does not and recognizes this as :
Curio cicatricosus (Sch.Bip.) P.V.Heath This is a synonym of Kleinia breviscapa DC.
