From what I gather, O. aureus replaces O. boscii because it was misapplied (as per the citation that you provided).
Lachlan. 1980 A key to and notes on the Eumenes of America north of Mexico (Hymenoptera: Eumenidae). J. Kans. Ent. Soc. 53: 617-621 includes only O. aureus.

iNat taxonomy includes O. boscii but not O. aureus. Does this mean that we need to do a taxon swap to merge O. boscii into O. aureus? In other words, remove O. boscii?
