I think they're wild?
The guide said that the monkeys just localize there and it was named "Monkey Park" because of the monkeys.
It's now like a tourist attraction for the Arashiyama area. I'm not sure if this is against the rules. Sorry if it is!
All pictured monkeys are different individuals of the same location.
