This Piping Plover (R99) was banded by the USGS. I have photographed this same bird before, in September, 2015. See:

Piping Plover R99 - banded as an adult on 24 June 2014 on the Missouri River near Bismarck, ND.

checking the GPS coordinates, this Piping Plover was at the same exact spot today as the day I photographed it in Sept. 2015. It would have flown north in spring, 2016 and returned in fall 2016 and has been at this same spot since then. It will likely migrate north very soon.
