Any idea how (or if) this changes anything re: penalties or limits on practicality, since this has of course been illegal for some time. Since the article mentioned the labeling of lawful traps multiple times, does this mean that regulation of such labeling has changed in some way? It's always so difficult to tease the relevant information out of articles written for the general public.

Good questions @bennypoo. I am not certain, but perhaps others on the site are more informed of the current state of existing laws.
