California Natural Resources secretary 'off key' when it comes to the Salton Sea.

The Salton Sea OpEd by John Laird, secretary of California's Natural Resources Agency, ("California is committed to the Salton Sea's future," Nov. 8) sings the same old song: The Salton Sea Management Program (SSMP) is delayed, but we’re working on it!
