No objection here. I expect ITIS just hasn't caught up yet. The sources they cite are all older.

No reason not to, that I know of. Flora Neomexicana III also goes with Ceanothus pauciflorus.

Ceanothus greggii is a later name, hence a synonym, of Ceanothus pauciflorus, because they have been determined, using traditional morphology and molecular data, to be the same thing.
See Flora of North America 12: p. 107. 2016 or go online to see the FNANM eFlora, but take note not all synonyms are listed.
