Taxonomic Split 45747 (Committed on 2020-01-17)

This is a retroactive split - Celeus ochraceus was added when it should have been split off from Celeus flavescens. We are now splitting Celeus flavescens after the fact to sort out existing identifications of Celeus flavescens that now apply to Celeus ochraceus

@loarie new taxa have atlases though not ranges, split is still needed
