Iguanidae lizards usually have strong hind legs. This seems not the case... I keep searching, but I'm disposed to say that perhaps Gymnophthalmidae. Maybe Cercosaura or Leposoma.

However, your guess makes sense in one item: Tropidurinae are adapted to cold, fairly present in this region. Yeah... I really have no idea what it is!
