This actually looks like a newly emerged cicada. Well, I say "newly emerged" because of the neon blue green wing veins, but maybe there are some species around here that look like that as adults.

I second cicada. Katydids are more like grasshoppers, and typically have leaf-mimic wings and very different overall appearance.
