I'm leaning towards Queen Parrotfish on this, but can't really tell. Blue Parrotfish are huge with a distinctive snout shape, so I don't think it's that.

Studied this one some more. The rusty forehead, and light scale margins on blue-green scales points towards initial phase Rainbow.
