Seems to be a larval stage of a neuropteran (lacewings, antlions, etc.)
I was thinking it resembled an antlion but looked through tons of pics on bug guide and couldn't find a match...
Try looking at Hemerobiidae larvae (brown lacewings) - see this Google search:
