It looks like ceanothus cuneatus but if the leaves are toothed it could be c. Crassifolius.

a similar species that is very common in the Santa Monicas and in a few places in the simi hills is c. Megacarpus which has similar but alternate leaves. Also huge pods as the name Implies.
