Perhaps a prairie falcon(?) Had captured a pigeon and was being harassed by a murder of crows as I biked by. Hanging on a telephone wire, waiting for the crows to clear out. Had speckled chest and very small, narrow tail. Seemed as small as a peregrine, but am pretty certain is not.
