Checked in with a birding contact for ID help--his reply:
"just by going from the only detail that’s reliable here which is size in relation to the pole it’s sitting on I’d rule out red-tailed hawk and the size looks OK for peregrine and I'd rule out the accipiters because the tail on those would be longer in relation to the body. There are adult peregrines in the city raising babies so it’s not a rare bird there."
