@tsteer: presently people can accidentally add observations from other parts of the world. Can you add a couple more rules to the project, 'must be in place' 'New Zealand (country)' and 'must be in place' 'New Zealand Zone (region)' ? (the latter allows outlying islands and anything in the NZ economic zone)
