Description

This submission refers to the first-year individual left-center that is significantly smaller than all the others (which are Greater Flamingos).

Probably a runt first-year Greater Flamingo, but I don't know if they can still be this small by mid-November?
There might be a tiny possibility that it is a Lesser Flamingo...

Flamingos or Flamingoes ( Brazilian pronunciation (help·info)) are a type of wading bird in the genus Phoenicopterus (from Greek: φοινικόπτερος, meaning "purple wing"), the only genus in the family Phoenicopteridae. There are four flamingo species in the Americas and two species in the Old World.
