barnaclebrit's Identifications

on outside of porch screen. it is an overcast, humid afternoon. there is sone movement of that central appendage, otherwise still. on other side of screen that appendage seems associated with some sort of insect, eating? laying eggs? striped smallish insect like a hornet but i do not know what. this green insect may be alive but it is captive to that striped insect underneath. is that the eastern cicada killer wasp again?
