I observed two black birds rise off the Turtle River. Their larger than duck size, colour and long bodies suggest they are cormorants. The birds' beaks have a hooked cormorant shape.
Two cormorants on the San Francisco Bay as seen from the Bay Trail. It looks like the one on the right has the wispy plumes (i.e., the double crest). Couldn't tell much more detail from a distance.

I took a group of photographers out on the bay to see and photograph some of the birds on the islands. We had special permission to get as close to the nesting islands.
saw several of these generally only one at time, feeding in shallow area in harbor entrance
Dont think it is Ruddy Duck because this female lacks the stripe on face characteristic of Ruddy Duck
