I have no idea what bird it is. There were multiple birds that looked the same as this one. They were circling high over a creek/wooded area, and they looked like they had white heads and feathers, but the white was only really visible in the light. Bald eagle or turkey vulture?

7 eggs on a small grassy hill near 2 ponds, all eggs are broken. No visible nest was nearby, but I didn't look that hard.
I didn't see any adult or juvenile birds or other animals nearby, except for a male redwing blackbird and some swallows. No bodies or feathers, either.
Ducks and geese have nested at these ponds before over the years, though I didn't see any there at the time.
