Paper Wasps (Polistinae)

Note: Need assistance IDentifying this particular wasp. It was observed taking water from Hickory Creek and I managed to photograph it before it left. It was easily a far less numerous species on the creek than Polistes annularis which was all over Hickory Creek in terms of their number being significant. This was the only wasp I saw that fit this description (see image). Surely someone has documented it and might be able to provide assistance in making the ID. Thanks.

Our observation took place at a stretch of Hickory Creek near the intersection of Country Club Drive and Hickory Creek Road in an area that's immediately outside the city limits of Denton, Texas but within the jurisdiction of Denton County, Texas.
