I think the areal's disjunction is too big for the subspecies level, in Euro+Med Seseli ledebouri is treated as an independent species, and Seseli hippomarathrum subsp. hebecarpum is nomen invalidum

According IPNI the subspecies was described as subspecies Seseli hippomarathrum Pall. (Seseli petraeum) nomen invalidum later omonim of S. hippomarathrum Jacq. https://www.ipni.org/n/77251985-1
