While Flora Novae-Angliae treated this as a separate species, Semple https://uwaterloo.ca/astereae-lab/research/goldenrods/classification-and-illustrations/solidago-rugosa/var-sphagnophila and POWO treat it as a variety of S. rugosa.

According to Haines: "It flowers twenty to thirty-five days earlier than common wrinkle-leaved goldenrod (Solidago rugosa), with which it sometimes co-occurs." - sounds like an interesting project.

I agree that we should follow POWO in this case.
