I can split Opuntia stricta and O. tehuantepecana, I know that POWO is very out of date on cacti.
However, if I do the split, it will revert many Opuntia stricta observations (there are over 800) back down to Opuntia, and leave them without a species.
It might be easier to just delete the synonym from Opuntia stricta and create a new entry for O. tehuantepecana. What would be your advice @bouteloua, @loarie?
