I agree it's likely a reference to P. modesta var. samanimontana. I found this reference to endemicity: https://www.apoi-geopark.jp/english/apoi/theme_b2.html "found only on Mt. Apoi and featuring two or three morphological changes from fundamental species due to the influence of peridotites".
I also agree that it should be P. modesta var. samanimontana based on the CoL and GBIF backbone taxonomy.

There are other opinions that refer to P. modesta as Primula farinosa subsp. modesta (see below). However, considering that POWO lists P. modesta var. matsumurae as an accepted infrataxon, it is reasonable to treat P. modesta as an independent species.

As far as I can tell, this should be Primula modesta var. samanimontana (Tatewaki) Nakai, based on Primula fauriei var. samanimontana Tatewaki. I am not finding either name in IPNI or Tropicos; the combination should have been made here: 中井猛之進 (1930) 日高国様似郡アポイ山の植物調査報告. 天然記念物調査報告12 : 1-80. The original publication of the basionym is here: https://eprints.lib.hokudai.ac.jp/dspace/bitstream/2115/20618/1/5_P49-134.pdf, page 131. A publication using these names is here: https://www.hokudai.ac.jp/fsc/bg/pdf/mi2.pdf, and that is about as far as I have gotten.
