It is not a synonym, no. At least, not a nomenclatural synonym. Gagnepain's name was for a new species (https://www.biodiversitylibrary.org/item/244728#page/703/mode/1up), which was published later than Dendrobium eburneum (https://www.biodiversitylibrary.org/item/14366#page/118/mode/1up).

it may be a wrong name for Spathoglottis eburnea? it's not listed as a synonym on POWO but this species comes up by searching Dendrobium eburnea on google scholar
