These three European species indeed, according to specialists, belong to Lepiseodina and not to Clogmia anymore. Taxonomic specialists that told this to me were Gunnar Kvifte and Rüdiger Wagner. Those two and Jan Jezek form about the whole population of taxonomists dealing with Psychodidae in Europe!
The renaming has already been done on the Dutch species list, Dutch bottom up observations site waarneming.nl, the international version observation.org and Dutch wikipedia.
The official genus name is Lepiseodina Enderlein, 1937 (Note: 1936 is sometimes seen also, but the publication occured in 1937 although the issue of the magazine belonged to year 1936!).

PS1 Clogmia albipunctata remains Clogmia! A revision of genus Clogmia world wide is in the making by Gunnar Kvifte and others.
PS2 Fauna Europea still uses Clogmia for these three species. For technical reasons it has been impossible to update that site for at least a decade. To the frustration of taxonomists Kvifte and Wagner, who already used Lepiseodina in their publications.
Several species of Clogmia have been recognized as belonging to Lepiseodina due to details in the genitalia. Examples are C. rothschildi, C. latipennis, and C. tristis.
