The European species of this genus should be renominate as Apertochrysa

Not just the European species. Pseudomallada is a fully junior synonym of Apertochrysa as of Breitkreuz, Duelli, & Oswald (2021). It looks like the English Wikipedia has followed suit as well, for whatever that's worth. It includes the species listing. At this point, Fauna Europaea is just falling behind on the taxonomy.

should a swap be drafted/made, or is it necessary to wait for slower-moving sources like Fauna Europaea?

I think if you are confident in the conclusions of a primary source, it's fine to use that. As far as I know, FE is not an official iNat "taxonomic resource"; it's just a resource that a lot of curators are comfortable citing.

I'm hoping for further input if necessary from the lacewing experts, as well as from the curators on whether this is technically a good way to make the change. this will be a large and ugly swap with all the names currently in Pseudomallada, and I don't know without a full look-over if all the combinations are properly published... the Breitkreuz et al. 2021 paper certainly seems to indicate so, but not sure.

The Breitkreuz et al. paper includes all valid combinations in Table 1 (pp. 219-224).
