Atlasing should be very straightforward. B. torquatus is in Sergipe and Bahia states, and B. crinitus is in Espirito Santo and Rio de Janeiro states (all standard Places).
Can you describe where the split boundary is in relation to the B. torquatus IUCN range which consists of 3 separate pink blobs running from north to south:

if so I agree should be easy to construct a split
Hi @loarie, the entirety of the two southern blobs are now B. crinitus and the entire larger northern blob remains as B. torquatus
Hi @loarie I have recently become a curator and drafted the split. I have created an atlas for B. crinitus.
@loarie I think this is ready to be committed. I've gone through the place checklists where B. torquatus was listed, and replaced it with B. crinitus where that was relevant and possible. As it's my first taxon swap, I'd appreciate if you could take a look and check that all appears to be in order. I also updated the range maps.

This newly recognised taxon was formerly part of B. torquatus. They are not sympatric, so a taxon swap would be a straightforward way to implement this split, and this should be done rather than simply adding the new name.
