(in an unrelated funny coincidence, the present flag has an oddly similar ID)
Also nice that the comment that gets flagged (unintentionally) is by a site admin so that they will have some understanding that it's just a bug!
flagged https://www.inaturalist.org/projects/asu-ee-certificate-bioblitz, only for the flag to show up on the comment with the same ID number (162989). (tried it twice with Chrome and once with Firefox and the same thing happened each time; deleted two of the three test flags.) filing a bug report

(2023-04-10 edit: the issue seems to be specific to "Flag As Inappropriate" at the bottom of the project page—flagging the project from here results in the flag being correctly attached to the project rather than the comment. added and deleted a few more test flags from both there and the project page)
