Unusual bird sighting in the hemlock woods this morning. Scared up by dogs. My best guess is immature cormorant? It seems to have black webbed feet. Out of place!

Needs ID. It’s isolated - the only one of its kind I’ve seen. The leaves are big, maybe 4-5 inches. The flower stalk is about 6".
At approx 1100 feet elevation in maple, beech, birch woods.
Flowering as of July 1 (3rd photo taken 7/11)
