I'm not sure if this is a Giant Hogweed. The plant has purple markings on the stalk, and the stalk is a couple of inches thick.

Spotted four in shallow waters amongst the rocks with the tide out. Sizes varied between 8-12 inches long. Colours were bright green/blue. All four spotted appeared to be releasing sperms to fertilise eggs.
