Kalk Bay mini-worms

Looked like a tiny field of mini-algae, but turned out to be the feeding filters of a colony of black boring worms. That's a slender pinkie finger for scale... the whole patch was only about 10cm diameter.

I think it may be gills rather than feeding filters, but this is from the Wikipedia link and not verified.
