Multiple spikes, with both carpellate and staminate flowers, spikes mostly similar looking, lateral spikes sessile; terminal spike with staminate flowers below carpellate flowers (gynecandrous); margins of perigynia not winged; peryginia reflexed place this plant in Stellulatae. Wide leaves make this either C. atlantica or C. wiegandii. I think the perigynia shape is consistent with C. atlantica and C. wiegandii is not known from Norfolk County.
