I realize this is a terrible photo, but it was all I could capture. I believe it to be an American Kestrel. The back and tail feathers were a rusty, ruddy color. The tail feathers also had a prominent black band along the edges. The wings were gray. It was about the size of a Robin or Steller's Jay.
