I believe this is an ensign wasp. It is black. Body only about 5 mm, but hind legs very long -- almost 10 mm.
Wings transparent with a black dot on them.
The abdomen is a peculiar shape, as can be seen in image 4.

This wasp was struggling, trapped on the surface of the swimming pool. I rescued it and took it home to photograph it, then released it.
